Power Girl. Take that, chap! Seriously, she's never had a real chance, while Cyborg, Blue Beetle, (Reyes), and many others have had multiple chances. And even with the horrible series she's had, she still managed to considerably outsell Cyborg and BB, and come very close to SG's sales.
I've got to go now to get cut on, but feel free to add characters you think have been shortchanged in the solo series area, either from DC or Marvel.

I'd say Cassandra Cain, so long as they left all that Tynion-established nonsense behind. But then DC's higher-ups would probably just cancel it for stupid reasons again.

Id love to see Avery Ho in capable hands. Saw several pages of her and just "oH DEAR, I HAVE A DAUGHTER NOW-"
Also: Val Zod (if he doesnt have one? Saw some new- lookin scans in a tumblr tag but it seemed that it wasnt HIS book but rather him appearing in another character's book?). Big sweety. Wanna see that treated right. <3

Of course, Id kill for a Harper Row book, but... given how they treat her, I cant imagine it would be any good Though if they did it right, it would be a great civilian-centered slice of life type book

She's essentially a human Amazo of the Bat Family. At best, they could test the waters with a 4-6 issue limited series to see if there's a market for her solo title. Though she needs a total overhaul as a character first. Ideally, some kind of mini-reset button that makes her a stranger to the Bat and his crew up to now, wherein if she starts acting uppity, they appropriately smack her upside the head instead of bowing in awe. Make her a character, not the poor marketing student's idea of "the perfect character".

Full honesty though, they'd never retcon her away from Tynion's drek, it would "insult" Snyder's little student and even if they could admit they fucked up (more than that one small confession at the begining of Rebirth) they want to keep Mr. Award Winner happy. They'll never counter that stuff. But they could put her in a book and not touch any of the previous material while also not countering/retconning anything. Just... avoid any subject that touches on it, and have her go at civilianhood. <3 Written well, it would work and would probably focus on comedy at least half the time, which Harper's gruff attitude would be the butt of a notable amount of times. Well done comedy always goes over well. It would come down to how well or poorly DC advertised the book, which has been known to kill series' (...*gives a mourning look to several Marvel titles long canceled* ;_;...). If they promote it enough, between that and word of mouth, it would do well and even bring in a lot of new fans for her, people who had hated her now seeing her still be her ol self but given proper treatment of not being cock of the walk anymore.

As for me, I think Songbird is a character who deserves a shot at a solo book. Marvel seems to be falling all over themselves to find viable female leads, and I think Melissa would lend to a good, classic-style superhero book.
I'd also personally kill for solo books for Firestar and Stingray, but I know neither of those is ever happening.

The one with the crappy but powerful version of Power Girl? I think he's in the same limbo she is. My problem with him was that they made him...well, I'm trying to find a nice way to say p*ssy, but well, that's what they did. I didn't mind that PG got in the licks against Darkseid, she was due a good showing against a top level bad guy, but they didn't have to make him so useless. He did nothing at all except be Darkseid's punching bag. If they give that character a book, they need to build him up, (which they really also need to do for PG herself). Just a throw away, that line about "capable hands" is very well taken. SG and PG both have been so badly mishandled over the years, PG more so, but with good to great writers, they could both be truly great characters.

I'm not sure Firestar or Stingray could support an ongoing, but I would welcome a limited/maxi series (I'm not so big on Firestar, but always found Stingray an interesting, little explored character).
I'd definitely be interested in a Songbird series.
I miss the old Quasar series.
