Next week I'll be bringing this back. Are you all savy for this? Or should I make the change any of the prior rules to it?

Well I think you should ban Batman comics from it.
In seriousness, I'd love to see it back. It was fun, and the part of the old OH that really did draw me back week after week because it really did let me see what other people were reading and enjoying. It really was the lynchpin of the site for me. Sure the Batmanning did get tiring a couple of times, but most of the time it was harmless. Maybe a rule saying that if a title, or closely related titles, wins more than three months in a row it has to take a month's break from being nominated.

I disagree - if it's worthy of "Moment of the Week" it needs to stand. Using your Batman example, having it show up often enough in MotW is one the factors that had me look at getting into the Batbooks again - something I'm now hooked on. If anything were to change, I'd ask for more participation - but that's not easily doable.

Well the problem was that the poll being swamped by Batfans who would nominate a batcomic as a matter of course was kinda demoralising, and you know what you do when demoralised? Walk away, too much of one thing, and one fandom, probably contributed to the lack of involvement. A lot of those batmoments made sense only to a batfan, and even then when measured against a huge weight of continuity. A moment of the week should be something that could stand on its own, without needing continuity or familiarity, and too man batfans did not adhere to that and just block voted for their fandom. So people walked away.
TL:DR? You are wrong and we need to limit the ability of one fandom to dominate. And FFS, it is only sitting out a single month. If your fandom is so freaking awesome then a month on the bench won't hurt it.

Then don't get demoralized. Vote the way you want to and don't just 'vote' - Post why you vote the way you do. If you're tired of Cassandra Cainitis, say why (just don't be an Iv). And maybe it's not about that - maybe it's just a timing thing. Sometimes I don't get my books until after the nominating is over. And then I don't open the voting thread because... spoilers. I can't be the only one who has this dilemma. How about making it "Moment of Last Week"? That could potentially push participation thus drowning out the I am a fool. fans at the same time.
